Stela Leuca

Stela Leuca holds the position of State Secretary at the Ministry of Foreign Affairs and European Integration of the Republic of Moldova since December 2022. She is responsible for the dossier of European Integration and her duties range from coordination of the national EU integration efforts for the whole of Government to promoting Moldova’s accession to the European Union externally, in particular among EU Member States and with the EU institutions.

Before becoming a State Secretary, Stela Leuca was a Senior Foreign Policy Adviser to Deputy Prime Minister and Foreign Affairs Minister of Moldova. She worked on development and coordination of Moldova’s mid and long-term foreign policy direction. In particular, as the country was granted EU candidate status, Ms. Leuca was leading on Moldova's EU accession implementation plan.

Previously, Ms. Leuca spent two decades advising the World Bank, USAID, and government and non-government stakeholders in Moldova and around the world on good governance, democratic institution building, political development, citizen participation, open data, digital development related development issues. As a leading policy and development expert in democracy and governance, Stela Leuca was a fellow with the German Marshal Fund and a Fulbright Scholar, holds a Master’s degree in Public Administration from the Maxwell School of Syracuse University, a Masters in Political Analysis, and a Bachelor’s in Economics. In her spare time, she supports young women’s development by being a volunteer mentor.
