Olesia Arkhypska

Olesia is a regional expert on good governance, e-governance, e-democracy, informational society, knowledge management, e-archives and development of library science. She has been actively playing various roles and conducted assignments on the above topics since 1998. Olesia coordinated the preparation activity for the mechanism of verifying information about beneficial owners Concept and Action Plan of Ukraine, the Informational Society Development Concept in Ukraine and E-Governance Development Concept of Ukraine.


She is the initiator and manager of the working group on methodology and system “E-Readiness Assessment of Ukraine”. Co-organizer of the first National Competition on E-governance and the first distance educational course “Electronic governance”. Back in 2012 she became Head of the National Centre for E-governance on the basement of the State Enterprise “Derzinformresurs”. She coordinated information and communication activity, e-governance, informational policy and library science in the International Renaissance Foundation (1999-2011).

Olesia has been playing an important role in Ukrainian’s Open Government Agenda. She is the co-chair of the Open Government Partnership Coordination Council of Ukraine (since 2017), Co-head of the working group on creation and testing of a mechanism

for verifying information about beneficial owners (since 2019), and acted as project manager of the government and civic anti-corruption initiative “Together Against Corruption” (since 2016).
