Dorina Baltag

Dr. Dorina Baltag is a researcher at the Institute for Diplomacy & International Affairs at Loughborough University London and founder of Noroc Olanda, a Moldovan diaspora NGO. Her academic expertise centers on democratization in Moldova and Ukraine and EU diplomacy in Eastern Europe. Dorina actively engages in stakeholder engagement activities, transferring her knowledge to different communities of practice in areas such as research and development, migration and brain gain, problem-based and networked learning, and advocacy and networking. During the last 3 years she applied her skills in policy evaluation, advisory services, and capacity-building support, particularly for ministries, national agencies, and universities in the Republic of Moldova. 

She has been consulting for the State Chancellery of Moldova, where her contributions include developing the Guide on Engaging Diaspora in Decision-Making and Sustainable Development of Moldova, pioneering the Diaspora Coworking Hub, and facilitating capacity-building training for Moldovan civil servants.
